प्रति सेकेंड कॉल दर में फिलहाल अभी काफी देर है। टेलिकॉम रेगुलेटर TRAI का कहना है कि अभी इस पर विचार शुरू हुआ है और अगले एक से डेढ़ महीने में प्रति सेकेंड कॉल प्लान के लिए कंसल्टेशन शुरू करेगा।
जितने सेकेंड बात-उतना बिल। ट्राई इस फॉर्मूले को जल्द से जल्द लागू करना चाहती है। लेकिन, टेलिकॉम रेगुलेटर TRAI ने ये साफ किया है कि टेलिकॉम ऑपरेटर अपने दूसरे टैरिफ प्लान के साथ प्रति सेकेंड टैरिफ प्लान लाएं और, ग्राहक के पास ये विकल्प होगा कि वो, कौन सा प्लान लेना चाहता है।
फिलहाल TRAI प्रति सेकेंड टैरिफ प्लान के लिए कंसल्टेशन पेपर तैयार कर रही है। डेढ़ महीने के अंदर TRAI इस पर सभी पक्षों से सलाह लेगा। और उसके बाद इस टैरिफ प्लान को मंजूरी दी जाएगी। लेकिन, देश का सबसे बड़ा मोबाइल ऑपरेटर TRAI के इस फैसले के खिलाफ हैं।

MTS का प्रति सेकेंड बिलिंग का विकल्प
एयरटेल भले ही प्रति सेकेंड प्लान का विरोध कर रहा हो लेकिन, नए ऑपरेटरों को ये स्कीम काम की लग रही है। गुरुवार से दिल्ली और गुड़गांव में मोबाइल सर्विस शुरू करने वाली सिस्टेमा श्याम टेली का MTS प्रति सेकेंड बिलिंग प्लान लेकर आया है। MTS को देश के बाइस सर्किल में मोबाइल सर्विस देना का लाइसेंस मिला हुआ है।
'पे पर सेकेंड' को शानदार रिस्पांस
सबसे पहले पे पर सेकेंड का कॉन्सेप्ट बाजार में लाने वाली टाटा टेली को इस स्कीम का शानदार रिस्पांस मिल रहा है। टाटा टेलीसर्विसेस के मैनेजिंग डायरेक्टर अनिल सरदाना के मुताबिक पिछले दो महीने में कंपनी ने अब तक सबसे ज्यादा ग्राहक जोड़े है और इनमें से करीब 80 परसेंट ऐसे हैं जो ऑप्रेटर बदलकर जुड़े हैं।
TRAI चाहता है पारदर्शिता
TRAI का कहना है कि उसका मकसद है कि ऑपरेटर ग्राहकों को जो भी टैरिफ प्लान दें उसमें पारदर्शिता होनी चाहिए। और, ग्राहक जितने सेकेंड बात करेगा उतना ही उसे बिल देना होगा।
